McDowell Memo: Time for a true Code of Conduct for Federal electees and apointees.

 Time for a true Code of Conduct for Federal elected and appointed officials

After watching the last 3 decades of wasted time and finances in investigating Presidents, etc. and having no real impact on stopping the actions that we felt were injurious to the country.

I hereby propose the following items be included in a bill in both houses and signed by the President.

  • The President immediately appointee a special commission to write a formal Code of Conduct for all Federal office candidates , office holders, and All federal appointees.
  • Said Commission will include the following 3 Justices of the Supreme Court, 3 members off Republican and 3 members of the Democratic party from both the House and The Senate
  • The Chairman of the Commission will be the Vice President of the United States, 
  • The purpose will be to determine the following 
    • What  is a High Crime and Misdemeanor
    • What is the time frame in which a person covered by their office is held responsible
    • Can a President be indicted while in office
    • Can a Person be indicted for crimes committed by the color of the office after leaving that position.
    • How will the officials be held responsible for acts of their assistants, campaigns, etc. 
    • What violations of the Code of Conduct would be Impeachable, Criminal , non-Criminal
    • Who would be the tryers of Fact ( Senate) Who would be the Grand Jury(House) Prosecutor Chairman of the House and Senate Judiciary Committees. Who would be the defense Counsel The Attorney General in case of any conflict of interest the Solicitor General would serve instead. 

  • The trial would be held in the Senate Chamber and be decided just an any other trial in the United States would require a unanimous decision to convict or to find not Guilty. 
  • The rules of Evidence would be the federal code at the time of the incident not at the time of the trial. This keeps a party from retroacting adopting changes that would benefit one party or another.
  • The passage of this bill will need a 3/4  vote of the House and 3/4 vote of the Senate and signed by the President
  • This bill can only be passed in the year after a Presidential Election to remove any possibility of benefit to any party .
  • All Changes to this bill would also have to be done with a 3/4 vote in each branch and done only in the year after a Presidential election. 
  • To ensure timely action , each change will be voted on individually and only an  up or down vote can occur no amendments allowed Time frame of any change will be no more that 3 months from submission of the bill to a vote in each house. 

The code will include verbal statements that are racist , knowingly untrue, designed to harm non-involved members of a person family, etc. They will be found and listed as Criminal , Non- Criminals or malicious . All of this will be determined and set in stone, There will be no linger a question as to what is improper. 

I am hoping that some one will have the guts to take this to the  people I know this is what they want ...…………………………………………………………………..

 Here we go again The Republicans won control of the House this past week. So what is the first press conference they do , they announce two investigations into Hunter Biden Joe Biden and the Biden Family. Now I don’t t disagree that these things need investigation but they didn’t need to announce until they actually had taken over. What did an announcement now do but just make them feel good about themselves. So then Trump announces he is running in 2024. Immediately Biden’s DOJ calls for a special counsel which if they had anything they would have done this long ago. So what was this just another PR ploy to keep the media attacking Trump.  Liberal America is going totally bizerk as it gets more and more apparent that the GOP will have the House back in 2023 They know that there will be investigations into how they and the DOJ and FBI have behaved since Trump won in 2016 They also are seeing some of those media Giants bailing out to save being broken up as illegal trusts. McDowell Memo: Apathy 11-14-22

 Today we still do not have a resolution to the control of the House of Representatives. Why we all ask America has never had a worse 2 years by any administration. Could it be no one cares or could it be the media makes us think that it is not fixable. We know longer think of America as a blessed by God endeavor but rather a failed social experiment. Everyday or kids are taught that the history we were taught is a lie , when in fact it is like all history the version the winner put forth. But they don’t teach that the version of the losers are not always accurate For instance , when we here about slavery which was terrible we never hear that almost every slave was originally captured into slavery by other African tribes or that Anerrics outlawed slave ships coming a decade before most of the rest of the world but did not outlaw keeping slaves much to our mistake.  So how do we get back to an America we can be proud of?  First we need to agree that history should be taugh...
