McDowell Memo: The CLinton Legacy












William Jefferson Clinton, better known as Bill Clinton (born August 19, 1946) was the 42nd president of the United States, serving from 1993 to 2001. In 1978 Clinton became the youngest governor in the country when he was elected governor of Arkansas.

What Were the Charges Behind Bill Clinton's Impeachment? The Starr Report, presented on Sept. 9,1998, presented 11 impeachable offenses. Bill Clinton was eventually charged because he "...willfully provided perjuries, false and misleading testimony to the grand jury," and made "...corrupt efforts to influence the testimony of witnesses and to impede the discovery of evidence."
The first of the possible offenses presented in the Starr Report was that President Clinton had lied under oath during the civil case when he denied any sort of sexual relations with Monica Lewinsky. The President also lied under oath to the grand jury about his sexual relations with Ms. Lewinsky.
He also lied in a civil deposition about ever having been alone with Ms. Lewinsky and the gifts that he had exchanged with her. There was evidence of him discussing the Jones case with Ms. Lewinsky as well. Throughout the course of the Jones case, Bill Clinton obstructed justice with Ms. Lewinsky by jointly concealing the truth of their relationship.
Clinton attempted to obstruct justice by helping Monica Lewinsky get a job in New York when her witness could be detrimental if she told the truth in the Jones case. The President lied again under oath in his discussions with Vernon Jordan regarding Ms. Lewinsky's involvement in the Jones case.
Following this civil disposition, President Clinton attempted to tamper with a potential witness by influencing his secretary. Refusing to testify for seven months was an attempt to obstruct justice during the grand jury investigation. Finally, President Clinton abused his constitutional authority in several ways throughout the course of the investigation.
These are straightforward statements of the facts of Clinton's impeachment.

    • 1992
    The first Clinton scandal to make headlines took place in 1992 in the midst of Clinton working to land his Democratic presidential bid. When Clinton was a state official in Arkansas, he and Hillary financially contributed to the Whitewater Development Corporation — a real estate company. Because of that contribution, the Clintons were closely connected to the inner workings of the corporation.
    Even though the Clintons never faced prosecution, the level of their sketchy behavior soared. Documents disappeared then reappeared. But it was their partners, Jim McDougal and at-the-time wife Susan, who went down for the fraudulent business practices. Jim was convicted of fraud for making bad loans and ended up dying in a Texas prison. When Susan opted out of answering the questions being asked by a Grand Jury, she was sent to jail for 18 months for contempt of court. The Clintons, however, managed to come out the whole debacle unscathed.

    2. Travelgate

    • 1993
    The 90s were a big decade for the Clintons. Despite claims that seven travel office employees were given the boot based on a run-in with ethics and record-keeping, rumors started to swirl that Clinton actually got rid of the employees in order to provide jobs to some of his close, personal friends. The FBI investigated the firings for years but was inevitably unable to bring charges on Bill or Hillary, who was alleged to have been the root of the sneaky business.

    3. Vince Foster’s death

    • 1993
    When Vince Foster, a White House lawyer, turned up dead in Virginia Park, eyes turned to the Clintons. Foster was involved in the Travelgate investigation. When his body was discovered, a note in his briefcase read, “I was not meant for the job or the spotlight of public life in Washington. Here ruining people is considered sport.” Many anti-Clinton advocates suggested that Bill and Hillary were involved, but the cause of Foster’s death was eventually ruled as a suicide.

    4. Paula Jones and Monica Lewinsky

    • 1994
    The Paula Jones allegation that former President Clinton had attempted to get frisky in an Arkansas hotel room opened up a huge can of worms. Out came the onslaught of other alleged affairs of which Clinton had been involved — Gennifer Flowers and Monica Lewinsky. Despite a major run-around of Clinton denying his affair with Lewinsky, he eventually admitted to the inappropriate relationship and apologized to the public. As for Jones, he settled the lawsuit for a whopping $850,000.
    • 1996
    Back in 1993 and 1994, Craig Livingstone was granted improper access to hundreds of personnel records. The individuals whose records were compromised included a slew of Republican officials from previous administrations. When the scandal came to the light, Livingstone resigned. At the eye of the storm was Hillary, who was alleged to have requested the files to get an inside scoop on business that was not hers. Nevertheless, both Hillary and Bill were not charged with any misconduct.
    • 2012
    On September 11, 2012, the US diplomatic and intelligence mission in Benghazi, Libya, was attacked by extremists, killing Libyan Ambassador Chris Stevens, State Department Information Management Officer Sean Smith, and Tyrone Woods and Glen Doherty, both of whom were diplomatic security agents. At the time, Hillary Clinton was serving the Obama administration as Secretary of State. Clinton was accused of being untruthful in the explanation of the attack and not giving the mission a heads up on leads that an attack could be imminent.
    According to NPR, “An investigation by the Accountability Review Board outlined ‘systematic’ security failings by managers at the State Department. Earlier work by other congressional committees found that intelligence analysts had shifting views about the nature and motivation for the attack.”
    • 2015
    In 1997, the Clinton Foundation was established, however, in 2015, rumors started to swirl that the foundation was meddling in affairs that could be considered a conflict of interest — particularly between 2009 and 2013 when Hillary was serving as Secretary of State for Obama. Investigations continue but nothing conclusive has been announced.
    • 2015
    President Trump kept highlighting Hillary’s wrongdoings surrounding the exchange of confidential government information on her private email server. As it currently stands, the allegations appear factual, as all the signs and evidence point to Clinton’s disregard for requesting permission to use a private email server, which apparently would have never been granted. Furthermore, Clinton ignored the protocol surrounding the safeguarding of classified government information.
    No other presidency including Taft , etc. has been tied to so many scandals and investigations . So why are we back looking at it . If we are to see a real raking of the Present President over the coals this campaign season then all of the above should be re-opened and investigated fairly rather than quickly swept under the rug.
